DIGIPIN divides the Indian subcontinent into a hierarchical, recursive spatial grid. It operates without database lookups using an open, deterministic mathematical coordinate formula:

1. The Sovereign Bounding Box

Covers all 28 states, 8 union territories, and India's maritime Exclusive Economic Zones (EEZ) bounded by Latitude 2.5°N – 38.5°N and Longitude 63.5°E – 99.5°E (a 36° × 36° bounding frame).

2. Recursive 16-Cell Subdivision
